A three-phase implementation
Phase I · Year 1

Stabilize & Activate

Secure the site, complete environmental and structural assessments, and launch pilot programs in partnership wings.

Phase II · Years 2–3

Restore and Renew

Historic preservation rehab, full mechanical systems, and the launch of the METEORS Workforce Institute.

Phase III · Years 3–5

Open and Scale

Full campus open to the public — senior wing, business incubator, cultural archive, and community auditorium.
